The Hong Kong Government's Home Affairs Bureau (HAB) has invited three prequalified tenderers to make tender submissions for the contract for the design, construction and operation of the Kai Tak Sports Park.

HAB had previously invited applicants interested in delivering the Kai Tak Sports Park to participate in the pre-qualification exercise between April and July 2017, and received a total of six applications. After assessment, three pre-qualified tenderers have been invited to submit tenders for the second stage of the tendering exercise.

The tender will close on 29th June.

Confirmed on 29th December last year, KPMG, Programme Director Alastair Graham advised “the release of the tender documentation is the result of the collaboration between the Home Affairs Bureau and their consultants.

"To assist companies interested in working with tenderers, in the coming weeks, the Home Affairs Bureau has launched a page on the Kai Tak Sports Park website on which providers of relevant products and services can register on a voluntary basis. Information will be provided to all three tenderers."

Occupying 28 hectares of land, the Kai Tak Sports Park will be Hong Kong’s largest ever sports infrastructure project and the of the Hong Kong Government is anticipating that it will deliver a range of objectives.

These include promoting the enjoyment and benefits of sports for people of different ages and abilities by providing a wide variety of sports facilities which meet a wide range of different needs of the community, attracting more major international sports events to Hong Kong and supporting elite athletes by providing more opportunities for them to compete on home ground.

Closely connected to local communities, the Sports Park will also provide large areas of landscaped park for daily enjoyment of the community. The multi-purpose sports facilities in the Park will meet the increasing needs for facilities for school sports competition and training.

The main stadium will offer a seating capacity of around 50,000, with a retractable roof, and will be designed to host international sports events, such as major football and rugby matches, as well as leisure and entertainment events, like concerts, carnivals and large community events.

The multi-purpose indoor sports centre, with a seating capacity of 5,000 to 10,000 depending on event configuration, will provide a playing surface equivalent to around 40 standard badminton courts during non-event days for community badminton, basketball, volleyball and other indoor sports activities.

The public sports ground will offer a seating capacity of around 5,000 and be suitable for school athletic events, local football matches and open for community jogging and exercise.

In addition to a landscaped park and open spaces, the Sports Park will also feature a sports-themed shopping centre for retail, food and beverage. A dining cove will also be developed in conjunction with the Sports Park to enhance the connectivity between the Sports Park and the waterfront.

The Project Team
The Project Steering Committee, comprising members from relevant government bureaux/departments, monitors the progress of the Kai Tak Sports Park, promotes smooth co-operation and communication among key parties, and facilitates the co-ordination between the Kai Tak Sports Park and other projects in the Kai Tak Development, so as to enable an effective and parallel implementation of various projects.

The Task Force provides advice and makes suggestions on the development of the Kai Tak Sports Park from the perspectives of the sports sector and other potential users.

HAB established a Project Team to take forward the implementation of the Kai Tak Sports Park in April 2014. It is a multi-disciplinary team, including administrative officers, leisure services manager and executive officers responsible for the overall operations planning; and professional architect, landscape architect, structural engineer, building services engineer, mechanical and electrical engineer, civil engineer and quantity surveyor responsible for the preparation of tender documents, as well as monitoring the design and construction of the project.

The joint venture of KPMG and Advisian is the operations consultant for the project. They have been tasked to formulate user requirements, business plans, financial projections and performance measurements for the operation of the Kai Tak Sports Park. They also review the procurement approach of the project, carry out economic cost-benefit analysis, conduct turf studies and formulate management solutions, and collect views from stakeholders (including sports sector and other potential users) on the design and operation of the Sports Park.
